Yes - it's a bad beat, but you shouldn't be open-limping KK 4-handed on the bubble in a SnG. You should min-raise instead. SB's all-in jam is pretty standard here when you limp; he might had folded if you raised pre-flop, but with only 9bbs left in his stack its a pretty standard jam.
