Another question from the flop math chapter (again on page 248)

Flop: 7s 7h 10d

Player 1: 7c 8d 

Player 2: 8h 9h

So I count 8 outs for player 2 (up and down straight draw). I multiply by 4, so 32% and then I give back 30% of the equity to sets (as stated in the add ons to the rule of 4).
Eventually I had 23% (32-9).

The answer key says 28% however. 
When I use this tool: it agrees with the 28%.

What am I doing wrong?
